External Affairs Office
The External Affairs Office engages and informs California communities of the roles and functions of the State Treasurer’s Office, while creating and fostering relationships with stakeholders to advance strategic initiatives and goals of the STO and its Boards, Commissions, and Authorities. The Office also manages constituent services by responding to inquiries, facilitating access to resources, and helping individuals navigate state agencies to effectively address their concerns.

Legal Affairs
The Legal Office is a full-service legal team that advances the Office of the State Treasurer’s mission by providing pragmatic solutions-oriented legal services and counsel to support sound decision-making throughout the organization.
The Legal Office is responsible for providing a broad range of regulatory, counseling, transactional, litigation, and other legal services on all legal matters and issues that arise in the scope of the State Treasurer’s Office and its portfolio of boards, commissions, and authorities carrying out its responsibilities. These include processing more than $3 trillion in banking transactions annually, managing a $150 billion investment portfolio, financing for schools, housing, recycling and waste management, alternative energy, hospitals, small business and other projects that create jobs, improve California’s economy, and better the lives of residents. The General Counsel’s Office also manages Public Record Act requests.

Legislative Office
The Legislative Office advances policy priorities and engages with the Legislature and key stakeholders. The Office monitors legislation, helps develop policy proposals, and supports advocacy efforts that strengthen the Treasurer’s programs and services.
