Resources for Tenants in Tax Credit Housing

The California Tax Credit Allocation Committee (CTCAC) assists tenants living in properties funded by federal and state Low-Income Housing Tax Credits (LIHTC). If you live in a tax-credit property and have concerns about compliance with program rules, CTCAC may be able to help.

CTCAC May Assist Tenants With: 

  • Deferred maintenance and/or habitability issues
  • Rent-setting or rent increase questions
  • Income-qualification questions
  • Tax credit certifications or recertifications
  • Tenant relocation questions
  • Lease non-renewal or termination notices
  • Violations of tenant rules in CTCAC regulations (4 CCR § 10336)
  • Explanation of tax credit program rules

If you are experiencing unsafe or uninhabitable conditions (no heat, sewage leaks, electrical hazards), you should also contact your local code enforcement and health department (for mold, pests, or sanitation issues).

To help staff respond accurately, include: 

  • Tenant name and phone number
  • Name and address of the tax credit property
  • Tax credit project number (if available)
  • Description of your concern or question

Please allow up to one week for an acknowledgment email from CTCAC staff. Inquiries are addressed in the order received, except for immediate health or safety issues.

Issues CTCAC Cannot Resolve

Generally, CTCAC does not have jurisdiction over the following, unless it relates to the items above:

Property-Related Concerns

  • Landlord/Tenant disputes
  • How to apply for housing
  • Neighbor conflicts
  • Parking assignments
  • Occupancy standards
  • Illegal activity at the property

For eviction notices, unlawful detainers, or questions about your rights, seek free or low-cost legal assistance through:
