6/18/2026 - Notice of Proposed Rulemaking
The California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA) is issuing a Notice of Proposed Rulemaking with proposed regulation text for the regular rulemaking process for the Commercial Energy Efficiency Financing (“GoGreen Business”) Program. The Notice is planned to be published in the California Regulatory Notice Register on June 26, 2026.
These regulations will complete the rulemaking process initiated by the emergency regulations adopted on September 29, 2025, and a subsequent emergency rulemaking adopted on November 6, 2025. This regular rulemaking will make permanent the amendments from both emergency rulemaking actions. The public comment period for the Notice of Proposed Rulemaking will end on August 10, 2026.
The regulations include changes made during the emergency process proposed to be made permanent. Some of the changes include expanding eligibility to reconstruction of properties damaged by natural disasters. Changes also include modifications to better meet the needs of the multifamily market including broadened types of security, accelerated loss reserve contributions, and simplified measure eligibility for multifamily properties. Other clarifications and minor modifications are proposed.
The Authority has not scheduled a public hearing on this proposed rulemaking. However, a public hearing will be held if any interested person, or his or her duly authorized representative, requests a public hearing to be held relevant to the proposed rulemaking by submitting a written request to the Agency Contact Person identified in this notice no later than fifteen (15) days prior to the close of the written comment period.
Stakeholders and interested parties can submit written comments to ggb@treasurer.ca.gov by January 20, 2025.

6/9/2026 – Emergency Regulations 2nd Readoption
On 6/9/2026, the Office of Administrative Law (OAL) approved the second readoption of emergency regulations for the GoGreen Business Energy Financing Program. These regulations will become effective on June 30, 2026, and are effective until September 29, 2026.
The proposed emergency regulations were publicly noticed, considered, and approved by the CAEATFA Board at a public meeting held on September 16th, 2025. These regulations were readopted with no additional amendments.
5/22/2026 - Notice of Emergency Regulations Second Readopt
On September 29, 2025, the Office of Administrative Law (OAL) approved emergency regulation amendments to the GoGreen Business Energy Efficiency Financing Program. CAEATFA is giving public notice of the proposed emergency action to readopt these regulations for the second time, as linked above, without further modifications. As required by Government Code Section 11346.1(a)(2), this constitutes notice of at least five working days prior to submission to OAL. The second readoption will be effective as of June 29, 2026.
The modified regulations were publicly noticed, considered, and approved by the CAEATFA Board at a public meeting held on August 19th, 2025, at 10:30am. In the emergency modifications to regulations adopted in September of 2025, CAEATFA made substantial changes to program eligibility for reconstruction of commercial and multifamily buildings following a natural disaster; these amendments are proposed to be readopted for the first time.
4/15/2026 – Emergency Regulations Readopted
On April 15, 2026, the Office of Administrative Law (OAL) approved the readoption of emergency regulations for the GoGreen Business Energy Financing Program. These regulations will come into effect on May 5, 2026, and are effective until August 4, 2026.

The proposed emergency regulations were publicly noticed, considered, and approved by the CAEATFA Board at a public meeting held on September 16, 2025. These regulations were readopted with no additional amendments.
3/30/2026 – Emergency Regulations Readopted
On March 30, 2026, the Office of Administrative Law (OAL) approved the readoption of emergency regulations for the GoGreen Business Energy Financing Program. These regulations became effective on March 31, 2026, and are effective until June 30, 2026.

On November 6, 2025, the Office of Administrative Law (OAL) approved emergency regulation amendments to the GoGreen Business Energy Efficiency Financing Program. CAEATFA is giving public notice of the proposed emergency action to readopt these regulations for the first time, as linked above, without further modifications. As required by Government Code Section 11346.1(a)(2), this constitutes notice of at least five working days prior to submission to OAL. The first readoption will be effective as of May 5, 2026.
In the emergency modifications to regulations adopted in November of 2025, CAEATFA made substantial changes to program eligibility for multifamily owners’ access to capital for clean energy upgrades and energy efficient retrofit projects; these amendments are proposed to be readopted for the first time.

11/06/2025 - Notice of Adopted Proposed Emergency Regulations: Amendments to the GoGreen Business Program Regulations
On November 6, 2025, the Office of Administrative Law approved regulations to modify the Commercial Energy Efficiency Financing (“GoGreen Business”) program. These modifications are intended to better align the GoGreen Business program’s approach with typical affordable multifamily lending practices. These changes will improve multifamily owners’ access to capital for clean energy upgrades and energy efficient retrofit projects with the goal of increasing the program’s affordable multifamily project enrollments.

10/14/2025 - Notice of Proposed Emergency Regulations: Amendments to the GoGreen Business Program Regulations
CAEATFA proposes to adopt emergency regulations to modify the Commercial Energy Efficiency Financing (“GoGreen Business” or “Program”) program. The proposed modifications are intended to improve Program rules related to the multifamily program and include extended project enrollment timeframes, expanded types of security interest for multifamily customer projects, project eligibility requirements, and greater loss reserve contributions. Government Code Section 11346.1(a)(2) requires that, at least five working days prior to submission of the proposed adoption of emergency regulations to the Office of Administrative Law (OAL), the adopting agency provide a notice of the proposed emergency action to every person who has filed a request for notice of regulatory action with the agency. CAEATFA sent notice on 10/14/2025. After submission of the proposed emergency regulations to OAL, OAL shall allow interested parties five (5) calendar days to submit comments on the proposed emergency regulations as set forth in Government Code Section 11349.6. Upon filing, OAL will have ten (10) calendar days within which to review and make a decision on the proposed emergency rulemaking package.

9/3/2025 - Workshop slide deck and revised proposed modifications to program regulations.
CAEATFA held a public workshop at 10:30 AM PDT on Monday, August 25, 2025, to propose modifications to the existing regulations for the GoGreen Business Energy Financing Program (GoGreen Business).
CAEATFA invites public comments during the workshop and by email to cheef@treasurer.ca.gov until Monday, September 1, 2025 at 5:00PM PDT.
The revised proposed modifications to program regulations include, among other things, the simplification of the loss reserve contribution calculation for Affordable Multifamily projects and expanded eligibility for multifamily retrofits. These proposed amendments are planned to be heard at the September 16, 2025 board meeting. Following receiving board approval, CAEATFA will utilize the emergency rulemaking process and submit the proposed regulations to the Office of Administrative Law, with their expected approval in October 2025.

8/25/2025 - Workshop: Proposed Modifications to the GoGreen Business Program Regulations
CAEATFA will hold a public workshop at 10:30 AM PDT on Monday, August 25, 2025, to propose modifications to the existing regulations for the GoGreen Business Energy Financing Program (GoGreen Business).

The proposed modifications to program regulations include, among other things, accelerated funding of the loss reserve to provide greater protection to lenders for financing agreements, and expanded eligibility for multifamily retrofits. CAEATFA will submit the proposed regulations to the CAEATFA Board for approval at the September 16, 2025 Board meeting. Following approval by the board, CAEATFA will utilize the emergency rulemaking process and submit the proposed regulations to the Office of Administrative Law, with their expected approval in October 2025.
